Boise School District Announces Administrative Appointments

Will Goodman, Director of People and Organizational Services, Boise School District

Boise School District is pleased to announce an important organizational transition designed to strengthen districtwide support systems and align our people-centered services with long-term strategic priorities.

Effective July 1, 2026, Will Goodman will serve as the District’s new Director of People and Organizational Services, a reimagined leadership role evolving from the current Human Resources Director position.
A Strategic Evolution of Human Resources

As part of the District’s ongoing commitment to operational excellence and student success, the Human Resources function is being expanded to focus more intentionally on organizational development, talent systems, leadership support, workforce planning, and culture.

The new Director of People and Organizational Services will oversee not only traditional HR functions, but also legal and strategic initiatives aimed at strengthening recruitment, retention, employee growth, leadership development, and cross-departmental organizational alignment. 

Importantly, the District’s Technology Department will continue to report to Mr. Goodman in this new role. This structure ensures continuity, stability, and sustained strategic oversight of technology systems that are essential to daily operations and student learning.

The District plans to backfill Mr. Goodman to support the day-to-day operational leadership of the Technology Department. As part of ongoing organizational alignment, the position may be restructured to best meet district needs and reduce costs while maintaining strong oversight and continuity.

This thoughtful transition ensures that technology leadership remains strong and that people, systems, and organizational services are aligned under unified strategic direction.
A Leader Uniquely Prepared for the Role

Mr. Goodman currently serves as the Boise School District’s Chief Technology Officer (2023–2026), after previously serving as the District’s Administrator of Technology (2021–2023). During his tenure, he has provided visionary leadership to the Information Technology Department, delivering state-of-the-art systems and infrastructure that support the District’s award-winning comprehensive public school education.

With 22 years of experience serving Idaho’s public school students, Mr. Goodman brings a rare combination of classroom, building-level, district, and state leadership experience to this new role.

His career includes service in:

  • Bruneau-Grand View School District (2004–2012) as an elementary teacher, secondary teacher, athletic director, assistant principal, principal, and district technology coordinator
  • Mountain Home School District (2013–2019) as Director of Technology and Director of Operations
  • Idaho State Department of Education (2015) as Chief Technology Officer
  • Idaho Digital Learning Alliance (2019–2021) as Director of District Programs
  • Boise School District (2021–present) as Administrator of Technology and Chief Technology Officer

In prior district and state leadership roles, Mr. Goodman has led large-scale system improvements, overseen cross-functional teams, and managed complex operational initiatives that strengthened infrastructure, service delivery, and organizational performance.
A Systems Thinker with State and National Leadership Experience

Mr. Goodman currently serves as a board member of the Idaho Education Technology Association, a member of the Idaho State Board of Education’s Data Management Council, and as a chairperson of the U.S. Department of Education’s National Forum on Educational Statistics. His state and national service has also included:

  • Idaho State Board of Education’s Idaho Digital Divide Committee (member and subcommittee chair)
  • Idaho Governor’s K-12 Emergency Council
  • Founding member of the Idaho Education Opportunity Resource Committee
  • Idaho Council for Technology and Learning’s Public Education Information Committee
  • Facilitator of the Idaho Legislative Broadband Access Study Interim Committee
  • Participant in the Federal Communications Commission’s E-rate Modernization
  • Idaho Legislative K-12 AI Committee

Why This Transition Matters

While Mr. Goodman’s leadership in technology has been transformative, his broader career reflects something deeper: a consistent focus on systems, people, and organizational effectiveness.

His experience building infrastructure, leading cross-functional teams, managing complex initiatives, and strengthening partnerships uniquely positions him to guide the District’s expanded people and organizational services model.

Mr. Goodman earned a Bachelor of Science degree in Secondary Education and a Master of Education in Educational Leadership from the University of Idaho.

Jessica Twichel, Special Education Supervisor, Boise School District 

Boise School District is pleased to announce the appointment of Jessica Twichel as Special Education Supervisor, effective July 1, 2026.

Twichel brings more than 23 years of experience in special education across Idaho, Montana, and Washington. She currently serves as a Special Education Consulting Teacher for the Boise School District, where she supports elementary resource room teachers and early childhood special education programs and serves as a district-level lead for the special education IEP platform.

Throughout her career in Boise Schools, Twichel has served as a resource teacher at Liberty Elementary and Boise High School, and as a Structured Learning Center (SLC) teacher at Cynthia Mann Elementary. Her background also includes experience as a behavior specialist, early childhood intervention coach, and district autism consultant, along with extensive leadership on district and state committees focused on compliance, curriculum, and best practices in special education.

Twichel holds a Master of Science in Special Education – Advanced Studies and a K–12 Principal Endorsement in Educational Leadership. She has served as an administrative designee and has provided professional development and coaching to educators at multiple levels. Her collaborative leadership style and strong understanding of instructional systems and compliance frameworks position her well to support schools, staff, students, and families in this new role.

“Jessica has demonstrated a deep commitment to supporting students with disabilities and the educators who serve them,” said district leadership. “Her experience in instructional leadership, behavior systems, and team development will be a tremendous asset to our Special Education department and the broader Boise School District community.”

In her new role, Twichel will work closely with school leaders, special education teams, related service providers, and families to ensure high-quality services, strong compliance practices, and positive outcomes for students across the district.
